It appears as though the driver uses Hollingdean as a place to store their vehicle, preferring this over purchasing a permit (or using visitors permits) for their own area.
The vehicle often remains unmoved for several weeks at a time.
As with many other vehicles that are using Hollingdean in this fashion, the driver always parks as close as they are able to achieve to Fiveways.
This adds yet further additional pressure to the concentrated area of Hollingdean around Hollingbury Crescent and Stanmer Park Road, putting additional unnecessary pressure on the local residents who struggle to park their own vehicles as a result.
